Recently, the National Development and Reform Commission and the Ministry of Transportation jointly issued the Opinions on Promoting High-quality Logistics Development and Forming a Strong Domestic Market (referred to as "Opinions"), aiming at consolidating the achievements of cost reduction and efficiency enhancement of logistics enterprises, enhancing the efficiency and efficiency level of the industry, smoothing the operation of the whole logistics chain, and accelerating the promotion of regional economy and the nation. Comprehensive economic competitiveness.
  In the construction of a high quality logistics infrastructure network system, the opinions put forward that, with the implementation of major strategies such as the "one belt and one way" construction, some cities with mature basic conditions will be selected to start the first batch of 15 national logistics hub layout projects. We will guide all kinds of social capital to increase investment in transit stations and "landless" handling facilities for different modes of transport, such as railways, molten iron, air and land. Promote the introduction of railway dedicated lines into qualified logistics parks and support the entry of railway dedicated lines into wharfs. We will implement special actions for efficient distribution in urban and rural areas, and the "Post in the Country" project, and upgrade the "Express to the Countryside" project. Encourage and guide the public information platform of urban joint distribution to strengthen the effective connection with the national transportation and logistics public information platform.

  “The Opinion” proposes to strengthen the construction of national logistics hub of production service type and increase the operation of "point-to-point" direct freight trains for large factories, mines and manufacturing bases. We will accelerate the development of air cargo services for high value-added manufacturing industries and intensify the operation of "truck flights". Strengthen cooperation between postal, express logistics and the origin of special agricultural products, and smooth the "upstream" channel of agricultural products.

  According to “The Opinion”, multi-departments will strive to enhance the endogenous power of high-quality logistics development. Encourage and support the development of advanced logistics organization modes such as shared logistics mode, joint distribution and centralized distribution. Accelerate the popularization and application of digital terminal equipment, realize the standardization of logistics information collection, electronic processing and interactive automation. Research and formulate unified multimodal transport service rules, speed up the construction of multimodal transport public information platform, promote the effective matching of cargo resources with public rail, water, air and other transport resources, and reduce the empty driving rate of vehicles, ships and other means of transport. Taking green logistics as a breakthrough point, we should implement the greening and reduction of goods packaging and logistics equipment. Through existing policies and measures, we will accelerate the elimination of non-standard freight vehicles in stock and encourage the application of standard van freight vehicles such as intermediate axle-box trucks. We will encourage and support the development of public "trailer pools" and other sharing modes, as well as the development of drop-and-drop transport, and encourage enterprises to use integrated technology such as intelligent pallets.

  Reducing the cost of vehicle traffic and port logistics is one of the key points. The Opinions put forward that differential tolls on expressways should be promoted in an all-round way, and preferential policies such as ETC non-cash payment for trucks should be improved. We will gradually abolish provincial toll stations on expressways, reduce the fees for water transportation through sluices, further clean up port charges and rationally reduce the fee standards.
