   From the press conference of the Shanghai Municipal Government held on March 21, it was learned that the Shanghai Municipal Business Committee (Shanghai Port Office) and the Shanghai Development and Reform Commission jointly formulated "Several Measures for Deepening the Environmental Reform of Cross-border Trade and Business at Shanghai Port" (hereinafter referred to as "Several Measures") in order to further promote the integration of Shanghai Port into the international arena, and to create one of legalization, internationalization and facilitation. International port business environment.
  There are six aspects in the "Several Measures" and 22 specific measures are put forward. Six aspects are as follows: comprehensively implementing the operation of "early declaration" and "early exchange of documents", further simplifying the formalities for handling documents, further improving the level of customs clearance supervision, further optimizing the port and shipping operation process, further standardizing and reducing port costs, and further improving the level of port services.
  Among them, in order to further standardize and reduce port charges, the "Several Measures" put forward that the policy of reducing port charges by 15% and security charges by 20% will be implemented to promote port enterprises to further reduce the removal fees by 10%. To promote shipping companies to transmit the deduction effect of port operating contract fees to import and export consignees, reduce THC and reduce some document surcharges accordingly.

  In addition, Shanghai Port will continue to promote the agency operation link to reduce fees. The operators of shipping agents, freight forwarders, customs brokers, land transportation, yards and other links should merge and reduce the relevant cost standards accordingly, and no hitchhiking fees or price increases should be allowed.

   "Several Measures" also put forward that price supervision and inspection should be strengthened. We will further standardize the service charges of ports, shipping companies, container yards, inspection stations and intermediary agencies. All business service entities shall publish their list of charges, and no charges shall be allowed outside the list.

  In order to improve the level of customs clearance supervision, "Several Measures" put forward that we should speed up the construction of large data platform for cross-border trade management. We will further expand the scope of data acquisition for trade chains, supply chains, logistics chains, financial chains and government chains, deepen the interconnection of large data platforms for cross-border trade management with Shanghai Big Data Center, China (Shanghai) single window of international trade, shipping enterprises, air and sea ports, and promote convenient customs clearance and risk control in the whole process.

  Wu Wei, deputy director of Shanghai Municipal Commerce Commission (Municipal Port Office), introduced at a press conference that since last year, Shanghai has achieved good results in optimizing the business environment of cross-border trade with the joint efforts of all parties. Among the business environment indicators of the World Bank, cross-border trade ranks China from 97 to 65 in more than 190 economies worldwide. This year, Shanghai will continue to implement the State Council's Work Plan on Optimizing the Business Environment at Ports to Promote Cross-border Trade Facilitation and the Shanghai Municipal Committee and Government's Plan for Further Optimizing the Business Environment in Shanghai, so as to promote the landing of 22 policies of "Several Measures".
